Public Good Ventures Limited (incorporated in Georgia)envisions a world where health is a human right and knowledge is a public good. Our mission is to create shared value (solve social issues with a business model) at the intersection of health, care and research and by making health data, information and knowledge ever more discoverable, usable and valuable.

Public Good Ventures Limited operates for-profit operating units Quantextual.co, a multi-sided platform and provides support to non-profits (PeoplePoweredHealth.org, BeHeardBeHealthy.org and HealthAbilities.org).

Quantextual.co licenses its multi-sided platform to individuals, caregivers and researchers for rapid, response and relevant research.The platform includes a recruitment website, responsive ‘Q’ web application and mobile apps, more clearly described as:

Computer software and mobile applications for recording health information of users in order to establish a personal record based on the combination of medical, biophysical and other fitness information. It includes managing health related information provided by using a wearable or Bluetooth Low Energy (BLE) device. The purpose is to improve the quality of medical care and outcomes and to track progress of wellness goals. This Cloud based computing software is used for hosting, managing, sharing, transmitting, and analyzing health data, user activity data, caloric consumption data, and other user data to improve the quality of medical care and outcomes in order to optimize health.


Quantextual.co is a Personal Health Information Management System that equips, enables, engages and empowers Individuals to create comprehensive, seamless and integrated health records, and manage their own health and wellness through the ‘Q’ app and web application or apps powered by Quantextual.co.

We strive to build a strong, long-lasting relationship with all those who show an interest in our services. When you decide to store your information with us, we feel that it is important to assure you that your information will be safely protected. We appreciate that you trust us to be stewards of your personal health information. We comply with HIPAA and other regulations to engage with you in a transparent, fair, ethical, and secure manner. We utilized 256-bit encryption end to end meaning that your data is protected in flight and at rest. References to “Quantextual.co” in this policy refers to Public Good Ventures Limited’s operating unit, ‘Q’ the downloadable mobile application and Quantextual.co. It is available for use via a web browser or applications specific to your desktop or mobile device.

Quantextual.co provides a personal health information that lets you gather, edit, store, and share health information online. With our platform, you control your own health records. At the most basic level, you can simply utilize the service as your personal health information management system. However, to leverage the full capabilities of the platform and optimize your health, you can also share your health information with family, friends, caregivers, researchers, mHealth applications, health-related devices, and other online tools as you deem appropriate.

You can choose to share specific information within the platform’s user Privacy Settings with:

  • Other people (“Social” and “Caregivers”, such as friends, family, and/or care providers)
  • Programs (such as those that add your health records, provide information to your healthcare provider, or use some of your health records to provide information to you about managing  your health)
  • Researchers (“Surveys” and “Studies” as a Citizen Scientist member for Quantextual.co and/or other academic institutions with whom we partner)

Quantextual.co respects the privacy of all its users and respondents. This Privacy Policy outlines what Personally Identifiable Information (PII) and Protected Health Information (PHI) that you are collecting, how the information may be used and/or transferred, with whom the information may be shared and the security procedures in place to protect the loss, misuse or alteration of information under our control. We reserve the right to modify this Privacy Policy at any time. If we make material changes to this policy, we will notify you here.

By using the platform, you signify your consent to use the Quantextual.co infrastructure and tools to collect, use, and share of with whom and what health information you choose to share in accordance with this Policy. If you do not agree with this Policy, you may elect not to use the platform.

Quantextual.co serves the Health Research sector by licensing this platform for use in Public Health and Clinical Research studies. These authorized users are required to following all regulations regarding Human Subject Research (HHS 45 CRF 46) and the Informed Consent Process determined and approved by each Institutional Review Board. We at Quantextual.co, are not responsible for the designs and implementation of studies as we are simply the software infrastructure and HIPAA compliant, secure web-based platform upon which studies are conducted.


Public Good Ventures Limited, Quantextual.co and other properties powered by Quantextual.co invite people to join panels of users through a variety of recruitment sources including but not limited to partnerships with Public Health Researchers and Agencies, Researchers from Academic Institutions conducting studies and providing education, permission based emails, and commercial website login. By utilizing different modes of recruitment continuously over time various panels ensure diverse populations will be adequately represented in survey samples. Panelists are provided with our Privacy Policy upon enrollment and this is enrollment is strictly voluntary and confidential.


We collect Personally Identifiable Information (PII) when our members voluntarily register at Quantextual.co or one of our licensee powered by Quantectual.co or contact us through any media. Personally Identifiable Information (PII) Data are any data from which the identity of a living individual can be determined, either by itself or with other data that could reasonably be linked back to you. This includes any information such as name and address, email address, IP address, telephone number and general contact details, personal data includes images on film (e.g. photo icon), and telephone voice recordings.

In order to use the platform, users will be asked to create an account protected by a unique username and password. To do so, the user must provide an email address as the username and a password of their choosing. We will use this email address to send you an email requesting that you validate your email address. We will also use it to send you service notifications, invitations to participate in research and to forward emails from your accepted connections.

The first time on to the platform, you will be prompted to create a Quantextual.co profile. To create this profile, personal information such as your gender, age, postal code and ethnicity are provided for purposes related to describing the diversity of our user base. Depending upon which features you choose to use, you may be asked for additional information for that feature (such as setting a weight management goal or creating an Emergency contact list).

During use of our service, Protected Health Information(PHI) may also be added to enhance its use and value to the individual user and interested Researchers. Protected Health Information (PHI) is information created or received by a healthcare provider, health plan, employer, or healthcare clearing house and relates to the past, present or future physical or mental health or condition of an individual.

A Quantextual.co account allows our users to manage their own health, wellness and fitness records. You choose what information to put into your records either manually or through the integration with other health measuring devices. The Privacy Policies of other Health and Fitness devices (Apple Health, Fitbit, Garmin, etc.) apply to your use of these and the sharing of that information with us. Quantextual.co is not responsible for the policy and practices of these websites. Of the information you store at Quantextual.co, you may select what types of information you share with others.

Examples of the types of information you can store in a record include:

  • fitness-related activities such as steps, physical activities and diet
  • biophysical measures such as weight, blood glucose and blood pressure
  • discharge summaries from hospitalizations
  • lab results
  • conditions, symptoms and treatments
  • health history
  • Emergency contacts
  • Connections to others (social or caregiving)

PII or PHI collected during the course of participation in Research Studies become data co-owned by the individual and the Research Team if and when the individual has provided voluntary consent.  Please note that the informed consent process details your rights related to any research study you choose to participate in. We at Quantextual.co become the custodian of the records stored on our cloud-based website. We are not the owners of this data.

Use of Bluetooth Devices

At your discretion, ‘Q’ or other Apps powered by Quantectual.co may be connected by Bluetooth technology to health measuring devices. The manufacturers of these devices have elected to use Bluetooth LE (low-energy) communication as a means of providing a “real-time” experience to users allowing immediate retrieval of data from their devices.  The platform does not use Bluetooth for any other purpose.  If you do not wish to have your personal information transmitted by Bluetooth you may disable Bluetooth on your smartphone or similar device in the settings application for that device, or you may simply not connect (or disconnect if you have already connected) the devices that require Bluetooth on the “Devices and Apps” page of the platform or App. If you remove an integration at any time, it unbinds that integration on a go-forward basis. That does not, however, delete the content that was received from them and indexed within Quantextual.co.

Research Survey & Study Responses

Aside from your personally identifiable information, Quantextual.co, in the course of interacting with Researchers conducting studies, gather other types of information (Operating Information and Research Data). Quantextual.co will facilitate the delivery of invitations to participate in Studies and Assessments periodically (depending upon your stated preferences). This surveys and study responses will survive in our databases. We will only allow adults 18 years and older to participate in our surveys unless parental consent is signed and filed with the research institution. Data collected for the purpose of Research is governed by the Informed Consent Process and Institutional Review Boards. In each case you will consent before participating. Consequently, ownership of this data is shared by the Research Team and the Individual consented but resides in the Quantextual.co Database.

Caregivers and Care Recipients

Quantextual.co serves Caregivers interested in a more efficient means of monitoring their loved one’s health and safety. Consequently, Quantextual.co provides Family and Professional Caregivers web access to information on the Care Recipients who have authorized that access and use. This allows for Caregivers to offer remote health and wellness care and coordinate the care of these Individuals.

Other information we collect

We may also use web beacons to collect non-personal information about the use of our services. The information collected by web beacons allows us to monitor how many people are using our services, how many people open our e-mails, and determine for what purposes these actions are being taken. Our web beacons are not used to track activity outside of our web services. We do not link non-personal information from web beacons to personally identifiable information without permission and do not use web beacons to collect or store personally identifiable Information.

Information collected by Cookies allows us to monitor how people are using our Applications. Cookies are also used in order to facilitate the login process, as navigational aids and as session timers but not to retain personal information. We do not collect any information outside of our App when the browser is closed.

Sharing your personal information

By default, you are the custodian of any records you create. Through your “Citizen Scientist” Membership you may grant others permission to view some or all your information by activating the Social and Caregiving connection capabilities of the platform. This is a voluntary and mutually agreeable opt-in service allowing your connections to communicate directly with you. You may revoke that access at any time. Some of the information stored in your records may be sensitive, so you need to consider carefully with whom you choose to share the information. A key value of the Service is your ability to share your health information with people and/or services who can help you meet your health-related goals.

Except as described in this policy, we will not disclose personal information that we collect on our platform to third parties without your consent. We may disclose information to third parties, if you consent to us doing so, as well as in the following circumstances:

  • Service Providers – We may disclose personal information to third-party service providers (e.g., payment processing and data storage and processing facilities) that assist us in our work. We limit the personal information provided to these service providers to that which is reasonably necessary for them to perform their functions, and we require them to agree to maintain its confidentiality.
  • Surveys and Study conducted by Researchers – When participating in a study, panelists may be asked to provide additional PII or PHI that will be used solely for research purposes. This is not used for sales solicitations. Typically, Researchers are requesting information in aggregated form in which your identity is not known. However, some studies require face-to-face participation in which case the consent form would indicate your identity and will be shared. You must agree to this in order to participate in this type of study.
  • Third Party Sponsors- including but not limited to Quantextual.co – may choose to gather information regarding health, fitness and wellness archival information in aggregate. Personally identifiable information collected by Quantextual.co will not be shared with these sponsors without your consent. You will never receive an email from any third party as a result of using the Quantextual.co site, participating in research activities or becoming a premium panel member, unless you specifically opt to do so. Quantextual.co operates a HIPAA compliant website including 256 bit SSL encryption and Business Associates Agreement backed by ClearDATA Inc. and Amazon Web Services BAA.

How we use your personal information

Quantextual.co uses your personal information to confirm your registration and to communicate with you. We may use your personal information to provide you an improved user experience and support. This may include situations in which we may contact you to respond to your inquiries, to track communications with you, or to perform backups of your personal information. We may also assist you in managing your health-related information, generate global statistics for users, develop new services and software features that meet your needs, and improve the Quantextual.co platform.Otherwise, we do not share, sell, or otherwise disclose personal information that is individually identifiable (including your e-mail address or your personal information) to any other company that we do not control without your prior consent, except as otherwise permitted or required by law (“Permitted Uses”). Generally, Quantextual.co will consider the fact that you have voluntarily installed and used the application and have provided us with contact information to signify your consent for the Permitted Uses. Quantextual.co reserves the right to contact you at any time regarding our services.

How we use aggregate information and statistics

Quantextual.co may use aggregated statistics that may be useful for you to compare yourself with the aggregated stats of the user community. And again, such information shall be of an aggregated form and non-identifiable. As such, Quantextual.co may use non-personal information and/or information rendered anonymous to create aggregate information reports and statistics regarding platform user demographics and health patterns. None of the information contained in such reports or statistics can be connected to the identities or other personal information of individual users, but may include the gender, weight, month and year of birth, and country of residence, etc. Quantextual.co may publish such non-identifiable aggregated statistics to any third party without your consent. Quantextual.co may use aggregated information from our service to improve the quality of the service and for marketing purposes.

Similarly, Quantextual.co has access to only de-identifed archival data from Quantextual.co in either general demographic descriptors such as gender, age, ethnicity, etc.  and/or biophysical measures found on your dashboard, These items are;

  • Blood Pressure, Pulse, Oxygen
  • Glucose
  • Cholesterol
  • Weight, Height, BMI
  • Physical Activities and Steps
  • Temperature
  • Sleep

The purpose of this partnership is to allow for aggregated retrospective data regarding the health, wellness and fitness of our community to contribute to the greater good of advancing our culture of health. When Quantextual.co utilizes these data points, it will pay you rewards (points for gift cards) for your contribution to science. You may also choose to donate these rewards to non-profit organizations with whom we work. Researchers pay for access to this de-identified data. (Example: Researcher studying diabetes may want to measure daily fluctuations in weight when people exercise regularly. He/she may want to collect information regarding weight and physical activity).

Disclosure of Information

Except as set forth by this Privacy Policy or as specifically authorized by you, Quantextual.co will not disclose Personal Identifiable Information collected on our website or Apps unless any of the following circumstances apply, 1) to comply with legal requirements such as a subpoena, court order or search warrant, 2) to combat fraud or criminal activity, 3) to protect the legal rights of Quantextual.co, our customers, our websites and applications, or our other panel members or 4) in special cases, such as a physical threat to you or others. In the event that we are legally required to disclose Personally Identifiable Information to a third party, we will attempt to notify you unless doing so would violate the law or court order. We reserve the right to allow a future purchaser of Quantextual.co to continue to use your information to serve you.

Business Transfers

Information about our users, including personal information, may be disclosed and otherwise transferred to an acquirer, or successor or assignee as part of any merger, acquisition, debt financing, sale of company assets, or similar transaction, as well as in the event of an insolvency, bankruptcy, or receivership in which personal information is transferred to one or more third parties as one of our business assets. Members will be notified through our website of any such change in ownership or control of Personal Information.

To Protect our Interests

We also disclose personal information if we believe that doing so is legally required, or is in our interest to protect our property or other legal rights (including, but not limited to, enforcement of our agreements), or the rights or property of others, or otherwise to help protect the safety or security of our platform and other users of the services.

Links to third-party services (such as Fitness Apps and Devices)

This Privacy Policy applies only to the platform and services. If you choose to use any third party sites or services linked within the platform, please be aware that they are not endorsed or reviewed by Quantextual.co and that this policy will not govern any information you provide to them.

Privacy Settings, Security, and Other Information

Quantextual.co values you and your experience above all else. We strive to make our privacy controls empowering to you so we encourage you to visit “Settings” while logged in to the platform to make your own decisions regarding what information is shared with other users. We have adopted commercially reasonable procedures to help protect your information, but please note that no data transmission or storage can be guaranteed to be 100% secure. Quantextual.co prohibits anyone less than 18 years of age from using its services and will not knowingly collect personally identifiable information from anyone under the age of 18 unless Informed Consent is signed and filed with the Research Institution. Within the “Profile” page, we also give you the ability to access and update many categories of personal information that you have provided to us by logging in to your account and accessing your account information.

Permissions used inside Android Application

  1. Bluetooth: For Beacons to sync user’s Data and used for Caregiver Assistance.
  2. Accounts:
    • For Google Fit Authentication and Google Fit connection to sync user’s data from Google Fit.
    • For GCM Notification Push
  3. Camera: Used to take picture from device’s camera and used inside Application for user’s Profile Picture.
  4. Local Storage: Used to store and fetch information from device local storage (e.g. Get images from Gallery and use for profile picture of user.)
  5. Body Sensors: Allows an application to access data from sensors that the user uses to measure what is happening inside his/her body, such as heart rate and used inside application for Google Fit syncing.
  6. Sync Settings: Used to Read and write Sync Settings for syncing process.

Deactivating your Account

You may choose to deactivate your account at any time by contacting PrivacyTOS@Quantextual.co. When you do, Personally Identifiable Information will be removed from our service, including but not limited to your email, name, photo(s), and connections. Backup copies of this data will be removed from our server based upon an automated schedule, which means it may persist in our archive for a short period. It is suggested that you download any and all information from Quantextual.co for safe keeping prior to deactivation. Quantextual.co may continue to use your de-identified data after you deactivate your account.

In the event that you discontinue use of Quantextual.co and do not request deactivation of your account, our system administration will send an email to your registered address inquiring about continued use. You may receive up to three emails prompting you to respond if you would like to continue to use this service. If you do not reply within one year from last use, we will deactivate your account, remove personal information from our database and your data will not be available to you.

International users

Our Services are hosted in the United States and generally are intended for United States visitors. If you visit from the European Union or other regions with laws governing data collection and use that may differ from United States law, please be aware that you are transferring personal information to the United States. The United States does not have the same data protection laws as the European Union and other regions. By providing personal information to us, you consent to the transfer of it to the United States and the use of it in accordance with this policy and applicable law.

Updates to this policy

We may occasionally update this policy. When we do, we will also revise the “last updated” date at the beginning of the policy. Your continued use of our Services after such changes will be subject to the current policy. We encourage you to periodically review this policy to stay informed about how we collect, use, and disclose personal information.
